Agreed with your suggestion here Bruce. One persons "Incivility"
is yet another persons perfectly reasonable discourse. In addition
attempting to adjust such a definition of "Incivility" across culture
differences is really not feasible.
IMHO, such a "Rule" is not really possible to implement and is
a form of Censorship in one of it's worst forms.

Again such a "Rule" is not legally wise and leads to many more
serious problems some of which some here have already
seen and experienced. Hence this sort of "Rule" is ill advised
in any form, as well is another form of Censorship.

In a organization amongst said organizations members, no
communication regarding that organization is private
in actuality.

This a good potential "Rule" but needs flushing out quite
a bit. Such as how, and whom decides what is a false
statement?
