The phrase "member who has collected the most votes" means Joop.  This
is to me overly self-serving in terms of the confusion between the
disparate ".com" and ".org" versions of the ICANNatLarge website.  While
there is an obvious need for a Members-announce mailing list of some
accuracy, the "owner" of this list should be the same as all other
mailing lists belonging to the Organization.  Once we become better
structured, I foresee this function being part of the Duties of the
Vice-President (Membership) and the Membership Committee.
