Not exactly. The Panel is voting for the selection of 3 panel members to organize an election for a Polling Commission. For the moment it is still an internal, preparatory matter.

There is still time (and I agree that it is urgent) to discuss the exact mandate and modality of such a Polling Commission.

I'm not sure there has been adequate time for the Membership to be involved in full consultation about this. Input from the Membership is important on all major Motions like this.

Each important Motion should evolve something like this:

>Motion proposed and seconded > Notice of the Motion given to the Membership > 7 to 10 days minimum for discussion and informed input at Membership level > Vote commences > Result posted
Richard, of the motions 1-14 that you currently see under discussion in the Panel, which ones would you single out for this work flow?
I do see problems with serious discussion on this list. I am concerned that most serious members are now ready to unsub, if they have not already done so.

The Panel is currently unable to give notice of the motion to the whole membership as the membership list still has not been surrendered by either Bruce or Jefsey.
This mailing list has been aware of the proposal for a long time and earlier the membership has been polled on the desirability of creating one.
I may point out that it was my election platform and all voters could have questioned me on it, instead of voting for me.

The motion to select an interim committee to take care of these elections is opposed by Abel Wisman.



With reference to the Motion about a Polling Commission, I think the Membership supports this in principle but there are specifics which deserve to be discussed:

1. Does the Commission cover the Polling process alone, or Elections as well?
As soon as it is established it should take responsibility for all elections, except its own.

2. What is the mandate, specified roles, limits of this Polling Commission?
The mandate is to poll the membership at at least monthly intervals and to run all elections.

Check out the Panel list and the discussions there. It is very welcome if you will monitor what is said and discuss that on the members list , in the Forum or here.

3. Should the Polling Commission be independent of the Panel / Executive?
Yes. the motion does stipulate that a PC member cannot be a Panel member, therefore any Panel member that is interested to run for the PC, must resign as Panel member.

4. How many members should it have?
My idea is 3, to get really the most desired members for this job, but it may need further debate.

5. How should those members be chosen?
By nomination and election from among the membership.

6. Will the Polling Commission have oversight and authority over a Polling Process which the organisation uses?
Yes.

7. Will the Polling Commission have the task of determining which questions are asked, and how they are worded?
Yes.

8. How will that task, of determining which questions get asked, be carried out? What process?
Input from the members mailing list, from he Panel list, followed by internal debate and (hopefully) consensus. Even more critical than the formulation of the questions, is formulation and options of answers.

9. What process will the Polling Commission be authorised to carry out, with reference to : analysis of the merits of previous elections (to learn from them); design and wording of future elections; etc etc?
The guiding principle will be: when there is any doubt about how the members voted in previous polls or elections, ask again. Or ask in further detail.

10. What term of office do members feel is appropriate for members of this Polling Commission?
So far 5 Panel members have said 6 months. One 12 months. Quorum on that has not yet been reached.


I guess that all this could be fine-tuned in a subsequent motion, but I feel many of the issues should have been discussed at greater length, before the Panel took an informed vote on the basis of consultation with their members.

In short, what - specifically - is the Panel voting for right now? I'm not sure it has been defined with sufficient clarity.
You are most welcome to propose a Motion on the mandate of the Panel and discuss it here first. That would be most timely.

You are also welcome to offer your candidacy for the PC.
