  I agree that the internet SHOULD be based on open standards.
Commercial in use techniques are defacto standards that
the recent IETF RFC 3490 in respect to IDN.  The internet
is also based on interoperbility as well...

  I also agree that anything coming for a given company is not
or should not be in and of itself a open standard. However if
in use for sometime and broadly excepted, regardless of it's
origin, current IDN techniques are a defacto standard and
most are interoperable unlike the IETF's RFC 3490 for IDN.
Should those stakeholders be disadvantaged as a result of the
lack of providing a test bed and RFC that does not adequately
provide for interoperability with long existing IDN's currently
registered?
