CIGREF's Sebastien Bachollet was a member of the New TLD Evaluation Process 
Planning Task Force, and he was awarded a TLD evaluation contract by the former 
ICANN President at the Rio session --   this happened in much the same manner 
that Miriam Sapiro was previously awarded a contract for the "Report on 
Compliance by Sponsored gTLDs with the Registration Requirements of Their Charters".

As Sebastien, the former BC Secretariat, is also a member of icannatlarge, 
why don't you send him a note with all your questions?  Oh, that's right...
