I believe Walter is correct.  The Panel Members were voted into their positions so that 
they may represent us.  The only voting that should be done by the general membership is 
to elect our representatives.  Motions and a ballot outside of the jurisdiction of Panel 
Member's normal business is illegal.

The Panel already understands that Sebastian Klein has to go.  Please replace him now.

We have a Panel, amongst whose duties is the tending to day-to-day
operations as they see fit.
