   ...this really "needs" the long version, but let's try the short
version first - three points:

 - We are, and need be, talking about a democracy (i.e., government by the
people, exercised through elected representatives), not a pure-democracy
(i.e., a democracy in which the power to govern lies directly in the hands
of the people rather than being exercised through their representatives) -
we must remember this all too needed practical distinction.

 - the Panel is our representatives (i.e., those who are authorized to act
as an official agent) - they are of, and relating to, government by
representation.

 - Any group (or individual for that matter) that has given
responsibilities, needs to have the necessary, associative authority to
succeed in their tasks.

I am suggesting we recognize these three points as being, in this case,
axiomatic - and get on with things...
