Since Sebastian Klein has failed to vote in 9 of the last
10 Panel votes and hasn't contributed to any of the Panel
discussions,

It is Moved that there be a Vote of No Confidence begun 
immediately by Polling the entire Membership, that a simple 
majority of the responses received shall determine the result, 
and that the panel replace S. Klein according to the procedure 
previously determined during the past election process; by 
adding A/S Mauro D. Ríos [mdrios@adinet.com.uy] as the 
replacement Panelist.
