I vote "YES" on a "NO" confidence ballot

Too confusing.

The ballot should read:

Whereas the Panel and membership adopted a rule that any Panel member
failing to vote on three consecutive issues and who was not previously
excused from voting should be subject to removal and replacement due to loss
of confidence in that Panel member by the membership.

You are now asked to apply this rule to Sebastian Klein who has failed to
vote on 9 of the last 10 issues brought before the Panel.

Do you, therefore vote to remove Sebastian Klein from the Panel and replace
him with Mauro D, Rios?  Yes (  )  No (  )

I've listened to the voice of the Panel members and those that
have voiced their opinions on the discuss-list and have heard
about 17 different ideas on what to do about this problem. I
come to my decision on this posting from this thread:

The motion that passed says in part: "...the failure of a member
to vote in three (3) successive votes or in 75% of all votes conducted
will be grounds for the panel member's membership be submitted to a vote
of confidence.
A panel member who receives a vote of no confidence will be replaced in
a manner to be determined by the general membership."

This wording was the cause of probably the most discussion of any
of the motions we've had. It went through many changes before the vote
was held, and the outcome was clear.

The votes that passed this motion clearly leave me no option but to
ask you - the full membership - if you want a Vote of No Confidence.
This email is that vote. Voting starts when this message is posted
and will continue through 00:00 GMT Tuesday, 15 July 2003.

I'd like to thank Jeff Holt for starting this vote and all those that
have posted their preference as a reply to his message will have their
votes counted as agreeing to this vote - they don't need to vote again.
I have those as: Abel Wisman, Joe Borda, Richard Hendersen, David
Goldstein, and Jeff Williams. NOTE: Although Jeff Holt started this
vote and has been very clear on how he feels, he hasn't voted yet. :>)

Please retain the SUBJECT line of this post without ANY changes. I
will capture and save all posts to this list and report the vote after
it ends. Since this is on the public and archived list, anyone can
verify my results.

Again, I ask all of the membership to vote. Make your voice heard
no matter which way you vote.
