Walter, 

The "general" is not locked, you are simply not registered on that
forum.
We had hoped that we could move the old database into the new forum,
which in theory is possible, however due to Joop's absence we have no
access to the old database so we can not insert the members or the old
posts.

If you register anew and log in, you will see that it is not locked
