Just have some language like:

1) "Attachments are not allowed unless they pertain to the security of
the email (e.g., PGP or S/MIME)."

or

2) "Attachments are not allowed unless they pertain to the security of
the email (e.g., PGP or S/MIME) or are forwarded messages."


Either way is fine with me. :)
