EU defence and foreign policy supremo puts forward a complete re-
write of the EU code of public access to documents: Mr Solana, the EU
High Representative on common foreign policy and defence, is trying
to push through changes to the public code of access to protect
military and non-military crisis management documents at the same
time as the European Parliament is discussing a quite different
proposal: Solana's coup
