Europe Panel Is Rethinking How It Views E-Commerce

RUSSELS, June 26 — In a surprising reversal, officials at the
European Commission say they will listen to public concerns and are
considering abandoning a long-held position on a core legal issue
surrounding Internet commerce: whose laws apply in cross-border
disputes.

Cross-border jurisdiction is also the subject of protracted
international talks at The Hague, which Mr. Fares said remained far
from reaching a resolution on the issue.
