800 Millionen Dollar für mehr IT-Sicherheit

Das von Republikanern dominierte US-Repräsentantenhaus hat gestern
ein Finanzpaket von über 800 Millionen US-Dollar für Forschung und
Ausbildung auf dem Gebiet der IT-Sicherheit genehmigt. Die National
Science Foundation und das National Institute of Standards bekommen
nach US-Medienberichten in den nächsten fünf Jahren 887,85 Millionen
US-Dollar, um zusätzliche Forschungs- und Ausbildungsprojekte zu
fördern, die den Schutz der USA vor Attacken durch Cyber-Krieger und
Cyber-Terroristen verbessern soll. 400 Abgeordnete stimmten für das
Paket; zwölf dagegen.


Der Schwerpunkt der Projekte soll auf dem Schutz der so genannten
kritischen Infrastruktur und dem Schutz der staatlichen IT-Struktur
liegen. Bereits vor dem 11. September hatte die Bush-Regierung vor
der ständig steigenden Gefahr eines "Cyber-Krieges" gewarnt -- sei-
nerzeit standen besonders China und Russland ganz oben auf der Liste
der potenziellen Angreifer. Mittlerweile hat sich das Feindbild ge-
wandelt: Passend zur politischen Debatte hatte das FBI Anfang Februar
gemeldet, dem Terror-Netzwerk Al-Qaida nahe stehende Personen hätten
sich verdächtig intensiv für so genannte Supervisory Control And
Data Acquisition-Systeme (SCADA) interessiert, mit denen per Compu-
ternetz beispielsweise Wasserwerke gesteuert werden. (wst/c't)
