ASHINGTON, Feb. 28 — Michael D. Eisner, chairman of the Walt Disney
Company (news/quote), told a sympathetic Senate Commerce Committee
today that only the threat of government intervention would spur the
technology industry to take the necessary steps to prevent illicit
