Freedom of information on the Internet under threat

(RSF/IFEX) - The following is an RSF press release:

On 17 February 2003, a preparatory conference will open in Geneva,
under the auspices of the United Nations, concerning the World Summit
on the Information Society, to be held in the city in December.

RSF would like to take this occasion to forewarn the United Nations,
as well as all member-state governments, not to make any attempt to
use this summit - whose aim is to narrow the technological gap between
rich and poor countries - as a means to further impede press freedom
on the Internet.

It became evident, during the various regional preparatory meetings
that have already taken place around the world, that many governments
were planning to use the fight against criminal activities on the
Internet as justification to impose censorship and other coercive
measures that may also curtail the media's new technological
activities. RSF has found, in these states' contributions, the same
interventionist and restrictive ideas that inspired the "New World
Order of Information" project in the 1970s and 1980s.

RSF's mistrust was heightened, at these regional meetings, by the
manifest desire of several states to prevent civil society and
non-governmental organisation representatives from participating in
the preliminary proceedings of the World Summit on the Information
Society. Neither is it reassuring that the second phase of the Summit
is scheduled to be held in 2005 in Tunisia, a country whose deplorable
situation, in terms of freedom of expression and freedom of
information, is common knowledge.

La liberté de l'information menacée sur Internet

Le 17 février 2003 s'ouvre à Genève, sous l'égide des Nations unies,
la deuxième conférence préparatoire du Sommet Mondial sur la Société
de l'Information devant se tenir dans cette ville en décembre
prochain.

RSF saisit cette occasion pour mettre le système des Nations unies et
les gouvernements de tous les États membres en garde contre toute
tentative d'utiliser ce Sommet, destiné à réduire le fossé
technologique entre pays riches et pays pauvres, pour placer de
nouveaux obstacles à la liberté de la presse sur Internet.

Il est en effet apparu, au cours de diverses réunions préparatoires
régionales déjà organisées à travers le monde que de nombreux
gouvernements entendaient prendre prétexte de la lutte contre les
activités criminelles sur les réseaux pour justifier des mesures de
contrôle et de répression risquant de s'appliquer également aux
nouvelles activités technologiques des médias. On a retrouvé dans les
contributions de ces États les mêmes notions interventionnistes et
restrictives qui avaient inspiré dans les années 70 et 80 le projet
liberticide de "Nouvel ordre mondial de l'information".

La méfiance de RSF a été accrue, lors de ces réunions régionales, par
la volonté manifeste de plusieurs États de tenir les représentants de
la société civile et les organisations non gouvernementales à l'écart
des travaux préparatoires du Sommet Mondial sur la Société de
l'Information. Il n'est pas rassurant non plus que la seconde partie
du Sommet doive se tenir en 2005 en Tunisie, pays dont on connaît la
triste situation en matière de liberté d'expression et d'information.

RSF appelle toutes les organisations internationales, régionales et
nationales de défense de la liberté de la presse à faire preuve de la
plus grande vigilance face à de nouvelles tentatives de porter
atteinte, par le biais du contrôle de l'Internet, au droit d'informer
et d'être informé. L'association espère en particulier que l'Unesco,
partie prenante au Sommet sur la Société de l'Information, défendra
résolument à Genève la "Déclaration de Sofia", adoptée par son
Assemblée générale de 1997, selon laquelle les principes fondamentaux
de liberté d'expression et de liberté d'information doivent
s'appliquer aux nouvelles technologies au même titre qu'aux médias
traditionnels.
