Er meint damit sicherlich das, was er in Brüssel auch gesagt hat.
Nämlich dass wir amerikanische Produkte wie Windoof (tm) usw
benutzen, die von den Amerikanern in Zukunft ausgespäht werden können,
aber nicht von den Europäern. Gleichzeitig verstösst damit ein
Verschlüsselungsverbot gegen das Recht auf informationelle
Selbstbestimmung, die ja auch einen Aspekt der Datensicherheit
hat. Jedenfalls glaube ich schon, dass er einen sehr guten Ansatzpunkt
gewählt hat.
