General Information : 

The European Parliament and the Council of the European Union have
published their common position, (EC) no 8/1999, on a series of
guidelines for data exchange in Europe. 

The position has been reached with a view to adopting a series of
guidelines, including identification of projects of common interest
for trans-European networks for the electronic interchange of data
between administrations (IDA). 

The proposed decision aims to establish operational, interoperable,
trans-European telematic networks between national and regional
administrations in Member States and Community institutions and
bodies. It is also intended to assist the establishment of integrated
telematics to enable communication between the Community institutions
and support of the Community decision-making process. 

The Decision would cover all networks under the IDA programme. 

Priority will be given to projects which enhance the economic
viability of public administrations, European Community institutions,
Member States and the regions. 

Under the proposed Decision, countries of the European Economic Area
(EEA) and the associated countries of central and eastern Europe and
Cyprus may participate in the IDA programme within the framework of
their individual agreements with the EC. 

The financial framework for Community action under this proposed
decision is 38.5 million euro for the period 1998 to 2000. 

Projects of common interest in the field of trans-European networks
for the interchange of data between administrations and a statement of
the Council's reasons are outlined with the published common position.
