The signatories of the Memorandum of Understanding are committed to
the development of new forms of open trade and co-operation for small
businesses over the Global Information infrastructure based on
interactive multi-media communications, according to the final report
"Open Access to Electronic Commerce for European SMEs".

The signatories welcomed the approach adopted by the European
Commission in its Electronic Commerce Initiative, which states that
one of the principles guiding their approach to electronic commerce is
"no regulation for regulation's sake". Before making any proposal to
regulate, the signatories recommended that the Commission and Member
States should consult widely with industry and establish whether the
same results cannot be achieved by industry co-operation, by
self-regulation or by codes of conduct. An example of an area where
such an approach could be adopted is the creation of a User
Satisfaction Rating system, which would enable small and medium-sized
enterprises (SMEs) to consult an independent assessment of the
performance of a company promoting its products or services on-line.
