Yes. But are there many reasons one can think of, why ICANN could
reasonably expect that especially Europe would have difficulty finding its
own candidates?

It may sound imperialistic and neo-colonial, but would 2 for Europe and 5
for Africa not have been more logical given the number of people, of
internet users and of years there are democratic structures in operation
in the two continents?
