[ICANN-EU] RE: Welcome to icann-europe

I am new to the list.
In fact, I am subscribed since yesterday, but did not have the time to
actively join.

Briefly, I have been involved heavily in ICANN's formation process when I
was working als Internet Policy Advisor for the European Telecommunications
Standards Institute.
About a year ago I returned to my original job, Software Development
Management, with a new employer, the IAEA, who does not actively participate
in Web Governance issues. I therefore thought that this "trip" in policy
issues was just a parenthesis (few years long, though) that was closed, but
I found myself back in the arena as elected Chairman of the DNSO General
Assembly.

In fact, to participate in Internet Governance is like being a Boy Scout:
"semel Scout, semper Scout" ;>).

On issues:
- new gTLDs
I believe that, in spite of the fact that the attempt of using the DNS like
a "locator facility" for sites is basically a wrong approach, and that in
few (three?) years the development of more powerful search + directory
systems will make us forget that we used to "remember" or "guess" a name to
locate a site (just like we forgot that we used to know by heart some IP
addresses), the market calls for an expansion of the DNS with the
introduction of new (generic) TLDs.
To discuss here the how will be too long - I'm sure we'll have the chance in
the future.
- UDRP/IP+Trademarks
I believe that the UDRP is a working compromise, far from perfect, but
better than a lot of alternatives that I have heard of in these years (like
the Sunrise+20, that I consider outrageous).
In essence, Trademarks have the right to be protected, but this cannot be
pushed to the point where this protection is "preventive". The "potential"
infringement, without actual proof, cannot be condemned.
- Democracy and Internet
The most important issue on the floor.
The risk of building an ICANN that has only the pure technical folks,
without a voice and a role for the general public, users, and all those
impacted by the Internet (hundreds of millions) is a crippled project.
I don't mean that ICANN should be run "by the masses", but that an adequate
representation of the diverse interests should be ensured.

And this is the main reason for my candidature.
I was outraged by the fact that the Nomination Committee has nominated at
least 4 out of 5 candidates that are expression of interests already present
in ICANN (Telcos, Business, ccTLDs are official Constituencies of the DNSO,
and have already the right to express their Directors via the SO Board
elections).
I am here to propose a way to represent the laymen, the individuals, the
small/family businesses, all those whose interests are at stake but are not
part of the decision-making process, as I did (and still do) as GA Chairman
giving a voice to those who are not represented in the 7 approved
Constituencies, fighting for adding new constituencies representative of
other classes of stakeholders, and so on.

All this in my free time, because my employer is not involved in Internet
Governance.
