[ICANN-EU] MINC



To all.
In order to ensure the evolution of good Registration Policies,
the MINC is actively working for a globally acceptable best
practice standard for registration of multilingual domain names.
This will obvioiusly lead to a positive review of the WIPO position
and UDRP practices which are based upon english semantic,
wording and sounding.

If someone happens to be in Singapore on the 25-27 for the ASIA 2000
conference, here is the agenda of the 26 morning about registration
policy..

List of Issues of Multilingual Internet Names Registration Policy
1. The registration policies of each NIC
2. Who should be responsible for the actual implementation of the guidelines?
    Actual implementation of these guidelines should be done by each NIC.
    Cooperation rather than Coordination Discussion among Operational people
3. The Urgency due to its implementation from October
4. With regard to the famous marks, listing is difficult.
     But some of the NICs probably have a list.
5. DRP issue. The possibility of using UDRP or LDRP without substantial 
modification
6. Potential Registration Policy Advisory Committee Candidates Discussion
7. Second-level domain issue

What is of interest is that:
- they consider UDRP as well as LDRP. This is a real step ahead.
   I suppose ICANN is considering too through the current gTLD project
   application.
- this confirms the urgency they put on the project (one must recall
   that one thrid of the Taiwanese is connected).

I am interested for the support of the French accents as well as German
and other European countries non ascii characters. I am in relations with
the MINC and with i-DNS.net to that end. If you are interested in creating
an European constituency within the MINC I have set-up a
minc-europe@egroups.com ML. The new board has just been elected. It
should tell how to formalize such a list into an offcial list and/or a working
