I  think it is better to trust your voters first and then see what actually
happens.
This is better than excluding people, who *might* cheat.

The system can check for double votes, but will allow dishonest voters to
vote several times in different regions. (this is the vote for ICANN at
large directors)
The experimental part is to see how many voters actually would do this, as
a percentage of the total.
It is also possible to  re-run the vote with registered voters and compare
the results with the "open" poll .

There is now the opportunity to sign up as a registered voter via the
Polling Booth. 
It looks like an ordinary Polling Topic, sorry. 

Probably it is a bit late to get significant numbers prior to the official
election, but the composition of the voters should be roughly the same as
the official roll.
