Alan, Harald and all,
It seams that the process to control adequation between the physical
adress and the electronic one was valid. If ICANN didn't
do like that, think about all the troubles. Is it really a big surprise
for you that many persons give bad adresses ?
These facts valid the process, and we should felicitate all the staff
for his (her) good job.
(A test for the next US election ?)

Actually, there is probably nothing sinister in it - a lot of people
(especially Americans) have a strong - almost ideological - dislike of
giving their real addresses on line. It's perfectly possible that many of
these returns were generated by people giving deliberately false addresses,
because they didn't realise what the addresses were going to be used for.
