I certainly approve your responses. May be some remarks may add
to the thinking.

There are very simple reasons for this 14% error rate. First a word
how many time an e-order is initially denied to you for mistyping of
some information checked by the system (post code vs. city name,
tec...) which were not by the ICANN form unable to check the world.

Two, many people do not like the ICANN - this list shows it - so it
is supposed that making the ICANN to spend time, resources and
money at sending letters to nowhere has been conceived by many
as a legitimate act of "resistance".

I must say that I am surprised to see a return of 14% ONLY.

ICANN is a non profit organization. This is one of its problem ... because
it has not the way to oppose the influence of people like Hans Kraaijen...
(never remember the full name) and other non profit organisations.

I disagree with you Thomas : there would be NO root at all, only
disputes...

I doubt we could so easily propose such a change, should the
ICANN be located in the bureaucratic Europe. Did we share in
*any* way in the stupid choice ofthe ".eu" string and in the "*broad*"
study about its management. If the ICANN was managed at the
speed and with the efficicency of the ".eu" affair, I suppose we
would be screaming for it to be handle in an "american way".

I will just give a proof: the Internet concept has been developed
by Mr. Pouzin at the French INRIA who created the "datagram".
This was the "Cyclades" network project. ARPANET designers
(Larry Roberts and Barry Wessler) copied. Cyclades developed
in some projects, the ESA (European Space Agncy) helped,
the Europed helped to develop EuroNet, then the European
Data Bases created DANET. ADDA was developed five miles
from there for the US DoD, etc... Did that led to something?
Yes: we eat Danettes from Danone and we use Internet from
the ICANN. May be there is a reason....

The US election system has been copied with the primary concept,
etc... This may be a good thing, may be not. The constituency
definition (continents) maybe good or not. This is up to us to
discuss it now. Again we are here to build - as you do Thomas -
not to destroy or waste our time. The people who think it is not
the best solution (and many are) should help in making it better
and not hamper the efforts of those who try.
