This is absolutey right Jefsey. I don't think that the ITU wants to get any
more involved than is required in the DNS and policy making for it. However,
they do have a reason to maintain an interest here -  the ITU
Plenipotentiary 102 (1998) at
http://www.itu.int/osg/spu/infocom/resolutions/res102.html
most imprtantly says

"that the management of the Internet is a subject of valid international
interest and must flow from full international cooperation"

That's effectively a request from their members to keep an eye on what's
going on.
