Sorry to correct you, but it is.
It is as long it involve facts directly under the responsabilities of ICANN.
There is an actual debate and work in progress, for example in the DNSO
constituency (If I remember well) about having domain name holders
contact informations published publicly or not.
Concerns and talks are exactly about privacy protection.
