I am an ICANN candidate and I have a question. Sorry if it has already
been asked - I could not find the answer anywhere.
ICANN deliberation from Yokohama says that candidates have to get
"support from 2% of the At Large Members in her/his geographic
region". But how is the number of members defined?
It seems unreasonable to me to count as "At Large Members" in Europe
all the 35942 unverified applications, since many of them will be or
have already been discarded. I.e. I know of a person who, having
repeatedly tried to register when the server was malfunctioning, got
two E-mails with two different membership numbers and passwords, but
only one PIN - guess that one of the two accounts was discarded in the
verification process. I don't know whether you are able to measure the
number of "verified applications", that could be defined as those
applications for which a PIN has been sent out, and for which you have
checked that there are no duplicates or clearly meaningless personal
data (I don't know, for example, if you care about returned physical
or electronic mail due to non-existing addresses). I'm sure that they
are less than 35942 (can you provide a number?).
However, I think that the best number on which calculate the 2%
threshold would be the number of activated accounts at the end of the
last day (Aug 31st). Currently your site shows about 14000 active
accounts, which would mean a threshold of about 280 endorsements in
Europe, though that number will grow in the next days.
What is ICANN's position on this?
