Iliya has given the correct picture. There are only some minor additions:
There will be a six month study period (November 2000 - May 2001). An
Interim Report will be discussed during the Spring Board Meeting (March
2001, probably in Australia). The Final Report of the study will be
published until ICANN`s Summer Board Meeting July 2001 (in Europe, place not
yet determined). This will be followed by a six month open discussion period
with ICANN`s Fall Meeting in between. Decisions have to be made in the
Winter (November 2001) Board Meeting. The study will include, inter alia, a
discussion of the general meaning of the ALM-concept and a critical
evaluation of the first round of elections.

 It makes little sense at the moment, to speculate what the board will
decide
in November 200. But it makes sense to prepare a serious, qualified and
constructive discussion immeditaly after the elections and work on practical
and workable recommendations.
