The diference seems to be that users are persons while markets basically
consist of payments. Only those users who are able to pay for their
needs can influence the market. The democratic elements of ICANN can be
influenced by every user.
Democracy: One person - one vote
Market: One <insert your favourite currency unit here> - one vote
There is, however one problem with democratic elements in ICANN: Those
who are not yet users have no influence on them.
