Ralf,

one of the biggest problems I have with folks thing ICANN is Internet
governance is that folks like to think that ICANN could be used as a
platform for launching a ban on some type of electronic communication.

thinking that any entity can censor anything that originates from another
network or government is short sighted. If any entity could adopt such a
policy it could not be implemented.

For example lots of folks would like to censor SPAM or UCE. there have
been several attempts to limit UCE at wholly owned ingress points of
networks and it still can't be done.

Again I would like to point out how the notion of Internet Governance is
flawed and we all should work to educate folks that ICANNs central role is
in the Technical oversight of some Internet issues that deal with names
and numbers. the notion that censorship is even a topic of discussion or
that ICANN could adopt much less implement a policy is asinine.
