Actually, they have more teeth than you may believe.  For instance,
they make certain law scholars believe that the blocking paragraphs
in the Teledienstegesetz are unconstitutional.  For instance, they
were upheld in court when the German government wanted to block the
import of certain "newspapers" from abroad.

Additionally, we all agree that the UN declaration of human rights
is even more teethless than the German constitution (which has
explicit limits for free speech).
