Here's a first take at a new list charter (as sent out by majordomo
to new subscribers).

Comments, improvements, and flames are welcome.

Welcome to <icann-europe@fitug.de>.

This list is an open forum for discussion among the ICANN at large
membership (and the general public).  Topics include everything
which concerns ICANN's past, current, and future activities, with a
focus on the positions and activities of the European at large
director.  The director is expected to use this list to poll the
general public for opinions, comments, and rough consensus.  This
list is considered serve as a germ for future structuring of the
ICANN at large membership.

The list is not moderated. The preferred language is English.

Contributions should be kept polite; please avoid unnecessary
flammage, and off-topic postings.  When joining, please browse the
list archive in order to get used to the tone and culture, or just
lurk for some days.  Please avoid re-iterating old debates and
arguments.

Messages to the list should be sent to <icann-europe@fitug.de>.
