The activities @Fitug draw a slightly different picture. There is an open
discussion list and a closed members list. Decisions are made solely on the
members list, but there is a concept of spawning new lists for current
topics in order to keep the main lists free. The spawned lists are
automatically closed after a definite time (of inactivity) but are able to
provide decision papers to members.

This concept failed over the last years, because such a lengthy discussion
with a limited interest did not occur. The same situation is known from
the psychotherapy.org project.

So I'd conclude, that the diversity of topics for a ICANN list is not that
broad that an IETF model could be successful.
