without a breakdown, it is not possible to say if this was significant.
I think this rule was created when one thought the electorate would be 5000
people, with perhaps < 500 voters total in some of the geographical areas.
If someone gets 1000 endorsements from Andorra, and 1 endorsement each from
Spain and France, he still has not proven a wide base of support.
