1) Who said it refused? They have signed a one year renewall which may
terminate earlier.
2) the policy of Becky Burr is certainly questionable in term of results
(wheight of VeriSign, WorldCom and others)
3) Mrs. Burr has said she quits and you do not know if the her successor
will follow a similar policy.
ICANN has been assigned the job: IMHO it is preferable it does it, even
clumsily than any interference. It may be complex or ill managed for a
while but the earliest we overcome it the best, otherwise if will be a real
confusion when europe, far east (ex. MINC) start objecting.
