I think you're missing an important point. I'm a UK member at large, and I
voted for Andy because I felt he was the one with the clearest and most
constructive message in opposition to the way ICAAN are currently behaving.
I don't believe I'm alone in that. The fact that Andy is German is
irrevelant, except in so far as the German Internet users through things
like the Chaos club have a better articulated alternative view of where they
want the internet to go.
