Of course I understand that many people like the principe of hierarchy and
centralism, cause its clear and simple.
But: hierarchy always causes repression: it works only, if the top of the
pyramid declares themself as "god", as "Caesar", or as "god-blessed". Or
mostly theres an army, that supports the Pharao, the "God", the Caligula,
the Napoleon, the Stalin or their epigones. And always there are critical
groups and people, that will be repressed by an Inquisition, by a KGB, by a
Gestapo, by a Stasi or by the regulary army, like the csechenish people in
Russia, the Albanian in Kosovo, the kurds in Turkye and so on.
The Internet was until now not as important for survival, that conflicts
could raise to a serious dimension: more than 90% of the world people are
not connected now, and most of the rest can still live without the net
(though the people here are discussing maybe can no more imagine this fact).
Nearly all nations solved the problem of permanent conflicts and repression
caused by centralism and hierarchical structures with developing federal,
decentral units.

The Internet with decentral root-server would not break apart. Maybe there
would be about 0,01% of the name-space, that will cause divergences while
the most domains will be easily synchronized by an ICANN-institution, that
ranges not at the top, but >between< the decentral
administration-instances for this job.

on the possibility of "misuse": how may we trust a government, that
