Indeed. "My government statement -- Why I became an Internet
politician and not a terrorist / by Andy Müller-Maguhn".
is unfortunately not available on the Net (neither German 
nor English). If there is definitely no way you can get hold 
of a copy, drop me a mail. (No translation.)

There are some corrections: The world regions were /not/
established by "the Californian company", but by the UN,
so no need to talk about a "re-division of the world".
Likewise, Andy probably knows that ICANN is a not-for-profit
corporation, but the casual observer will not know this from
the article (he calls it a "Firma" with business interests
and Mafia-type relations to Network Solutions). The 
sequence of events might also appear a bit reversed:
ICANN's establishment didn't lead to domain/trademark 
disputes. Domain/trademark disputes contributed greatly to
ICANN's establishment (Milton Mueller has an interesting
paper on that).
Finally, the term "Internet government" for ICANN seems
to be carved in stone now, at least in the German media.
(In English, there is at least a differentiation between 
governance and government, but "Regierung" is the term
which is also used for state governments.)
