The problem is less to set rules for TLDs or ccTLDs, but to enforce them.
Look at .net and .org. Both TLDs were created with clear rules. And who
is following those rules? Who is enforcing them? Who could check the
millions of registrations and content? Take .tv and .cc and other ccTLDs.
They are heavily misused for other purposes then the originally intended.
