Correction: DN holder data is not in the public domain, even though it is 
publicly available.
See the copyright statements on whois.ripe.net, whois.nsiregistry.com and 
so forth; all of them restrict usage of the information in ways that are 
inconsistent with spamming all of them to ask them to sign up with ICANN.
