I was as curious as you, and I asked the ISO 3166 MA
people: It is supposed to be only a recommendation for
the future; the existing ccTLDs like .uk (according to
the ISO 3166-1 list, it should really be .gb) and also
the emerging .eu TLD were not meant, according to the
Maintenance Agency.
