Of course, but the proposed solution does not exist.

The main problem is, that users do not use a hierarchical system AS IS, but
try to project there own hierarchical systems into the given one.

There is no problem als long as the mappings can be clearly distinguished
(i.e. by seperate namespaces), but some braindead marketing droids did not
get enough clue to really distinguish the mappings. The overlap them as much
as possible. The consequences are known. The solution is to throw away the
whole system because it's defunct, stop oxygen support for the upper
management and rebuild a complete different name system from scratch.

This new name system must be able to collect different mappings without
collision. The result might be a search engine like name service ...
