You are such a pessimist. Organizations grow according to how they were
planted and framed. ICANN was planted in a desert and had a crooked frame.
Of course, it grew crippled and diseased. Sometimes, you have to plow the
field and replant, elsewhere if necessary.

That only works if the horse is trainable. Also, there is a point of
diminishing returns, where the training effort exceeds any possible benefit
or the horse is sufficiently injured that it cannot be healed. At that
point, you shoot the horse and get another one.
Did I ever mention that I don't like arguments by analogy?
