Germany became the first country in Europe to enact legislation protecting minors from harmful media content. The Treaty on Human Rights & the Protection of Minors in Broadcasting and Telecommunication Media creates a new central commission for decisions on illegal and harmful media and Web content. The new version of Germany's Minor Protection Law, moreover, introduces much stricter rules for computer games. Other countries in Europe are watching Germany closely and could follow its lead, said Harald Summa of the Electronic Commerce Forum, an association of German ISPs.
