General Information:

The European Commission has taken a number of initiatives on free and open source software, in view of the growth of the free software phenomenon.

The Information Society Directorate-General has created a working group on 'libre' software to analyse the free software 'phenomenon' with a view to creating a set of recommendations for the EU. The group comprises Commission representatives and experts from the free software arena. The current issue paper and a discussion mailing list can be found at: http://eu.conecta.it/. The group finalised a paper which was presented at the IST 99 conference, where a specific session on 'free software' was held.

Open source software is listed in the 2000 IST programme's work programme as a major priority, and several action lines have been targeted to support its usage and development.

The Commissioner for Enterprise and the Information Society, Erkki Liikanen, recently expressed his support for open source software solutions for security platforms at the ISSE'99 conference.
