First of all I would like to thank Ms. Eva-Riitta Siittonen, Mayor of Helsinki, for her invitation to participate to the launch of the Global Cities Dialogue on the Information Society.

Local governments are key players in the new Information Society, because they are the first level of contact between the citizens and the public administrations and services.
