Greg Broiles has provided two FOIA documents from the CIA in September 1996 to Clinton and Gore on the US's plan to promote key recovery encryption worldwide, to assure continued US dominance of the cryptography market and to fulfill the wishes of intel and law enforcement of the US and allies:

The docs say that should events turn out differently than planned, the US can rescind any crypto permissions for export, or, by implication, for domestic use, in the name of national security and law and order.

Justice and the FBI was then as now pushing for mandatory key recovery domestically as well as internationally.

The steps to implement the plan are of current interest for the description of how to involve private industry, to assure obedience, and to head off anti-GAK legislation.

What is not provided is identification of which industry members went along with the plan and are likely continuing to do so.

The key recovery plan remains in effect, in the US and other nations. The Web site which describes USG actions which evolved from the CIA docs:
