Dear GILCers,

The French Liberty of Communication Act has been finally adopted yesterday evening (June 28th, 1999). The 'Bloche Amendment' (Internet) has been adopted too.

This final version of the Bloche Amendment is essentially the same as the one adopted on the third reading by the National Assembly. More precisely, the provisions regarding ISP liability and content provider identification has been kept as they was.

This means that the next step would be the discussion on the new 'Information Society Law', in fall 2000 or early 2001.

Trying to have the Bloche Amendment of the Liberty of Communication Act reexamined in the framework of the Information Society Act, IRIS has called this morning all Internet actors to sign the 'Declaration of Internet Actors' :

- GROUPS are invited to go on signing - INDIVIDUALS are now invited to sign as well
