"Football Hooligans in the U.K. are using the Internet and mobile phones to stay one step ahead of the law, according to a new police-agency report.

"The study, from the National Criminal Intelligence Service (NCIS) says that football hooliganism is still a major problem for police. ...

"Unlike the U.S., where public sports matches tend to be more a family affair, soccer violence in Europe is a major problem, compounded by alcohol and the fact that most football fans are young males. Many experts agree that a lot of hooligans actually have little or no interest in football, but use the games as a launch pad for organized criminal behavior.

"The annual report from the U.K. police agency comes as NCIS is seeking changes to a planned European Union (EU) directive on data protection and privacy, which it says will impair its ability to detect, investigate and prosecute high-tech crime.

"Under current EU rules, European Internet carriers must retain records of Internet calls for 30 days. NCIS is pressing for Internet logs to be maintained for at least seven years."
